CBDT Forms Task Force to Overhaul Income Tax Dept.

CBDT has constituted a task force to restructure the Income Tax (I-T) Department. The panel comprising 10 senior officials of the I-T department will reassess its role and functions in view of the faceless regime aimed at cutting down physical interface between a taxpayer and the department.

CBDT has given a seven-point agenda to the task force. They include restructuring the department and rationalizing national and regional e-assessment centers that are the primary gateway in communicating with taxpayers.

ET has seen a copy of the order. The panel has been asked to submit its recommendation by March 31, 2022.

The move is significant as taxpayers have raised concerns over challenged in the faceless regime introduced last year. Taxpayers have flagged challenges including local and regional barriers such as language, whereby they are unable to explain their case because the assessing officer is from another part of the country, said a person in the tax department. Similarly, complex cases concerning capital gains and international tax are challenging as it requires certain expertise, he added.

As per the CBDT order, the task force shall reassess functional requirement factoring in new realities and accordingly work out the geographical distribution of work. It has also been asked to think of work, identifying process flow and creating appropriate structure to handle the processes.

Since I-T systems is playing a vital role, the panel should keep it as a common thread running through functional vertical, and maintain uniform structure across the region, the order said. The panel may also look into cadre restructuring report of 2013, it said.

Notably, a few months ago, the National Faceless system by merging the role of supervisory officials from the level of commissioner of income tax (CIT) and above.
